The Foundation is primarily an operating organization that develops and runs its own research and communications programs, often in partnership with outside organizations. The Foundation contracts with a wide range of outside individuals and organizations through its programs and also continues to make a small number of grants for unsolicited proposals each year. Through our in-house policy research and communications programs, and through contracts and grants, we work to provide reliable information in a health system in which the issues are increasingly complex and debate is often dominated by organized interests.

The Urban Institute is a nonprofit policy research organization established in Washington, D.C., in 1968. The National Health Law Program is a national public interest law firm that seeks to improve health care for America's working and unemployed poor, minorities, the elderly and people with disabilities. NHeLP serves legal services programs, community-based organizations, the private bar, providers and individuals who work to preserve a health care safety net for the millions of uninsured or underinsured low-income people.
